It appears that FOSTA is being held by the House of Representatives before being presented to President Trump for signature. Why the bill is being held, is anyone’s guess. It could have been held to prevent a pocket veto, or it may be held so that an official signing ceremony can be planned. We have seen these types of ceremonies before, where the bill sponsors and supporters gather around the President as he signs the bill and then presents ceremonial pens to the people gathered. Everyone claps, pats each other on the back and says how great the law being signed is. Trump especially loves these ceremonies.
